  • Facade

    The tender package T104 relates to facade cladding, metal construction and glazing works, as well as - in some areas - to steel construction works. The New ECB Premises comprise glass facades, clinker facades and metal facades. The former Grossmarkthalle is characterised by concrete grid and clinker facades, while the double office tower and the entrance building with their glass and metal facades are both clearly identifiable as new. Unless otherwise specified, all glass facades are steel post-and-beam structures. The two office towers have been designed as monolithic glass structures that are joined together by a transparent atrium. 2009/S 80-114310 

  • Roofing

    The various roofing systems for the ECB’s new premises range from reverse roofing - some of which is green (planted with vegetation) - to metal roofing and a number of skylights. The package relates to work required for the High-rise (including the basement and the underground staff parking garage), for the former Grossmarkthalle and for the ancillary buildings. The roofing work shall include the necessary insulation, as well as the supply and fitting of the skylights and all necessary accessories. 2009/S 48-068764

  • Elevators

    Tender package T103 includes all the works related to the installation of elevators in the high-rise building, in the former Grossmarkthalle and in the ancillary buildings. A special feature in the Grossmarkthalle is the original paternoster, which shall be overhauled and renovated. 2009/S 41-058684 

  • Access systems

    Various access systems, aerial work platforms and elevating work platforms are foreseen for the maintenance, repair and cleaning of the many facades (internal and external). Tender package T106 relates to the planning and installation of facade access systems. 2009/S 42-060093 

  • Mechanical Services

    Tender package T107 includes the gas and water supply systems, the heating systems, the ventilation systems, as well as the cooling systems and building automation.   • Electrical Services

  • Kitchen/Fixed furniture

    The "Kitchen/Fixed furniture" package covers further technical infrastructure and fit-out works. These comprise the provision of kitchen and catering equipment (including the production of fixed furniture for the restaurant, Euroshop and cafeteria) and joinery services relating to the fit-out works. The works are to be carried out in the high-rise, in the Grossmarkthalle and to the inside/outside of the ancillary buildings. :TED:NOTICE:318175-2010 

  • Audio-visual Systems

    The contract scope includes the supply and installation of media technology equipment for up to 45 different-sized rooms (for approximately 10 up to 300 people) with different media technology equipment such as, for instance, presentation technology, conference technology, interpreting technology, electroacoustic system, recording and documentation system for a number of independent audio channels, video conferencing technology and media control system, including media technology installations in each relevant technology location and related infrastructure. The contract scope also includes the connection point for outside broadcast vehicles and the media technology equipment of a press conference room and the network technology, mobile presentation and PA systems technology required for media technology equipment, and background acoustic system in the lobby and corridor areas of the conference areas. :TED:NOTICE:61910-2012

  • Fit-Out I

    The Fit-Out I package incorporates the first part of the fit-out works: finishes, floor coverings, dry walling and floor systems in the basement levels and in selected technical areas as well as plastering, initial paintwork and initial metalwork.   • Fit-Out 3

    The “Fit-out 3” package covers further fit-out works, including tiling, paintwork and the laying of wooden flooring and carpets. The works are to be carried out in the high-rise, in the Grossmarkthalle and to the inside/outside of the ancillary buildings. 

  • Furnishings/Completion (FIT-OUT 5)

    The tender package Furnishings/Completion (Fit-out 5) covers further fit-out works, including the provision of kitchenettes, lock systems, building cleaning services and fire stopping.   • FIT-OUT 2

    The “Fit-Out 2” package incorporates a further part of the fit-out works: Steel doors and tubular frame doors are included, as are the various gates that are required. The metalwork stipulated includes railings and balustrades, steel stairs and facings in the external and internal areas. In addition, the package encompasses stone flooring and terrazzo flooring in the various areas of the new premises. The works are to be carried out in the high-rise, the former Grossmarkthalle and in/on the ancillary buildings. 

  • FIT-OUT 4

    The "Fit-out 4" package covers further fit-out works, including metalwork structures, metal ceilings and acoustic partitions, floor and wall systems, as well as wooden doors and ironmongery.   • On-site infrastructure works

    Tender package T102 encompasses the layout not only of the construction area, but also of the site in terms of traffic and media access. The works shall include, but not be limited to, site clearance, dismantling any remaining pipes, sealing contaminated soil, site drainage and the construction of on-site access. In addition, routes need to be determined for mains connections (e.g. waste water, drinking water, natural gas, district heating and electricity). These are required for the new development of the site and the future buildings, as well as for the mains supplies between buildings and for external installations. 2009/S 41-058683 

  • External works

    Tender package T114 covers all necessary landscaping works. The total area of the site is approximately 120,000 m2, of which around 74,000 m2 are to be landscaped. The works involve the supply and delivery of 40,000 m3 of fill soil and approximately 10,000 m3 of topsoil, as well as the creation of around 60,000 m2 of turfed and planted areas, including the planting of 450 trees. In addition, around 14,000 m2 of gravelled areas are to be created. The landscaping works also include the building of approximately 1,400 linear metres of precast and cast in-situ concrete walling, as well as the creation of 400 m2 of large-scale wall panels made out of precast concrete. Locksmith works are also required for the provision of approximately 1,300 linear metres of fencing. The services to be awarded involve the provision and operation of a distribution system for mobile telephone in-house services based on an operator model (supply, installation,operation and maintenance by the tenderer as owner of the system).

    The European Central Bank (ECB) is constructing its new headquarters on the site of the former wholesalemarket hall in Frankfurt-on-Main, Germany.   • Security services Communication

    Equipment for the analogue fire service and building radio as well as distribution networks for the high-frequency transfer from analogue and digital radio systems are included in the communication systems. A resource management system based on radio aids personnel planning. Digital communication equipment is also to be installed. In order to merge all speech-guided security technology services, a VoIP-voice communication system with speech recording is to be planned and installed.

    The contract scope of invitation to tender 155 comprises, in particular, tasks concerning the operationalmanagement of the building, broken down into the following lots: lot 01 technical facility management (including support with the acceptance and commissioning processes forthe new premises). Lot 02 infrastructure facility management (including support with the acceptance and commissioning processesfor the new premises).     The double tower (with a maximum height of 185 m/46 floors), each individual tower having a floor area ranging from 700 m2 to 1,200 m2, is designed as a reinforced concrete frame construction. The floor slabs, some of which are made out of prestressed concrete, have reinforced edges. The reinforced concrete columns partly mirror the twisted external shape of the building. The towers are linked by trusses and platforms through the atrium to create a single static structural system, an aspect that must be taken into account during construction. The two-storey underground staff car park, with approximately 630 spaces, is located next to the high-rise.

    The Grossmarkthalle, today a listed building, was built according to the design of Professor Martin Elsaesser during the period 1926-28. The main hall and its two wing buildings shall be restored and become an integral part of the New ECB Premises. The new functional facilities of the ECB - conference and visitors' centre, staff restaurant, cafeteria and press conference area - shall be integrated into the hall as individual internal buildings (house-in-house concept) and shall be constructed as a reinforced concrete composite structure. The basement of the hall shall be demolished and rebuilt, which will involve the outer walls being constructed using waterproof concrete.

    The construction of the double office tower requires the following structural steelwork: the narrow reinforced concrete cores of the two towers of the high-rise shall be linked by trusses and connecting platforms across the 20 m-wide atrium. These trusses shall take the form of hollow steel sections of varying lengths (between 22 m and 43 m). The connecting platforms, which consist of a steel lattice, span the space between the two high-rise towers without being supported by columns. The roof of the high-rise comprises a post-and-beam system made out of hollow steel and rolled steel sections.

    The restoration of the Grossmarkthalle which was built according to the design of Professor Martin Elsaesser during the period 1926-28 forms an important part of the building project. The hall, which is 220 m long, 50 m wide and up to 23.50 m high, has an eight-storey wing building at either end. The fundamental appearance of the Grossmarkthalle shall be maintained; the facades and surfaces, including the concrete structure, the concrete grid facade, the barrel-vault roof - which was constructed according to the "Zeiss-Dywidag method" - and the brickwork facades shall be restored in line with the preservation order.     The facade of the two office towers is to give the impression of being made of a single sheet of glass, an impression achieved by a "shield hybrid facade", consisting of a "triple-glazed" system and aluminium elements, and intensified by the louvred sun and anti-glare screens between the facades. This type of facade offers all the energy-related advantages of a conventional double-glazed facade, while allowing for the direct natural ventilation of the rooms by means of vertical, motorised floor-to-ceiling ventilation louvres in every second axis of the facade. The vertical facades of the towers are designed as inward-tilting hyperbolic paraboloid surfaces. The sloping roof surfaces shall be closed with glass panels.

    The eastern and western sides of the atrium facades are designed as a steel primary structure fitted with a glass mounting structure made of aluminium. For ventilation and smoke extraction purposes, louvred glass elements shall be fitted above and below the interchange platforms. The connections between the atrium facades and the towers shall be capable of neutralising all movements through elastic deformation and extension/dilation.

The lifts, whose lifting heights shall range from 5 m to 28 m, comprise both passenger lifts and goods lifts powered by means of different systems.
